Marcel saves Hope and her mom when they both were babies. Hayley's parents were killed by the Hallow's followers. Marcel took her and left her with Priest. Later she was adopted by the Marshall. He saved Hope from the Harvest Girls when her parents and Elijah were fighting the witches from sacrificing her. He has a very special connection with both of them and loves Hope dearly.

I find it weird how some fans come to say " Oh, these scenes are touchy but it's only till the last two seasons that we got to see their bond. It was all about their love for Elena" when Elena herself told otherwise even through her most profound and deepest of scenes with Damon when Delena was still flourishing when she herself told Damon "nothing is more important than the bond of family" and yet fans still act as though they were no brothers till Nina's departure which annoys me like hell 😅
